tom dick and harry

I'm a little stuck... Click here to teach me more about this clue!

'hound following joe bloggs?' is the definition.
I don't know anything about this answer so I can't judge whether it can be defined by this definition.

'male detective with' is the wordplay.
I cannot quite see how this works, but
'male' could be 'harry' (I've seen this before) and 'harry' is found in the answer.
'detective' could be 'dick' (dick is a kind of detective) and 'dick' is found within the answer.
'with' could be 'and' (I've seen this before) and 'and' is found in the answer.
The remaining letters 'tom' is a valid word which might be clued in a way I don't understand.
This may be the basis of clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for tom dick and harry that I've seen before include "Anyone" , "Being basic geezer" , "Ordinary people" .)

I've seen this clue in The Telegraph.
