I believe the answer is:

'to be put out' is the definition.
(I've seen this in another clue)
'many at the job centre get' is the wordplay.
'many' becomes 'd'.
'at' says to put letters next to each other.
'centre' indicates the central letters.
'get' becomes 'used' (I can't justify this - if you can you should give a lot more credence to this answer).
The central letter of 'job' is 'o'.
'd'+'o'+'used'='DOUSED'
'employed only' acts as a link.
