(I've seen this before)

'set out for gathering here in rome' is the wordplay.
I cannot quite see how this works, but
'here in rome' could be 'hic' ('here' in Latin) and 'hic' is present in the answer.
an anagram of 'set' is 'ets' which is located in the remaining letters.
This accounts for all the letters.
This may be the basis of clue (or it may be nonsense).
