(I've seen this in another clue)

'move aimlessly' becomes 'mope' (moping is a kind of moving. I am not sure about the 'aimlessly' bit.).
'around' says the letters should be written backwards.
'about' indicates putting letters inside.
'small' becomes 's' (abbreviation - e.g. clothes size).
'mope' backwards is 'epom'.
'epom' enclosing 's' is 'EPSOM'.
