'new' indicates anagramming the letters.
'given to' means one lot of letters go next to another.
'shooting star' becomes 'ometer' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'name' anagrammed gives 'anem'.
'anem'+'ometer'='ANEMOMETER'
