('carry out' can be a synonym of 'implement')

'not allowed' becomes 'out' (I've seen this before).
'to' is a charade indicator (letters next to each other) (I've seen this in other clues).
'walk away from' becomes 'carried' (I can't justify this - if you can you should believe this answer much more).
'out' put after 'carried' is 'CARRIED OUT'.
