'one way to surrender' is the wordplay.
'one way' becomes 'se' (I can't justify this - if you can you should give a lot more credence to this answer).
'to surrender' becomes 'cede' ('cede' can be a synonym of 'surrender').
'se'+'cede'='SECEDE'

'or' acts as a link.
