I believe the answer is:

ballerina

'one' is the definition.
Although both the answer and definition are singular nouns, I don't understand how one could define the other.

'a passion rising in pursuit of dance?' is the wordplay.
'a' becomes 'an'.
'passion' becomes 'ire' (ire is passionate anger).
'rising' says the letters should be written backwards (going up in a down clue).
'in pursuit of' says to put letters next to each other.
'dance?' becomes 'ball' (ball is a kind of dance).
'an'+'ire'='anire'
'anire' back-to-front is 'erina'.
'erina' after 'ball' is 'BALLERINA'.
