Although both the answer and definition are adjectives, I can't understand how one could define the other.
'town and out of the country' is the wordplay.
'town' becomes 'urban' (urban means relating to a town or city).
'and' says to put letters next to each other.
'out of the country' becomes 'sub' (I can't explain this - if you can you should believe this answer much more).
'urban' put after 'sub' is 'SUBURBAN'.
'of' acts as a link.

'suburbia' can be an answer for 'town' (thesaurus). I'm not certain of the 'out of' bit.
