I believe the answer is:

sociable

I'm a little stuck... Click here to teach me more about this clue!

'outgoing' is the definition.
(similar in meaning)

'telegram about the writer very upfront' is the wordplay.
I cannot really see how this works, but
'about' could be 'c' (abbreviation for circa) and 'c' is found within the answer.
'writer' could be 'i' (the person who is writing these clues) and 'i' is located in the answer.
'very' could be 'so' (both can mean 'extremely') and 'so' is located in the answer.
The remaining letters 'able' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for sociable that I've seen before include "Companionable, friendly" , "Friendly and pleasant" , "Marked by friendliness" , "Fond of others' company" , "Fond of mixing with others" .)

I've seen this clue in The Telegraph.
