I believe the answer is:

elapsing

('elapse' can be a synonym of 'pass')

'within' says the answer is hidden in the clue.
'ELAPSING' is hidden in the letters of 'three laps in general'.

(Another definition for elapsing that I've seen is " Passing, as time".)
