I cannot quite see how this works, but
'people' could be 'shoppers' (shopper is a kind of person) and 'shoppers' is found within the answer.
an anagram of 'rags' is 'gras' which is present in the answer.
No letters remain.
This may be the basis of the clue (or it may be nonsense).
