(I know that last can be written as hold out)

'place where cargo is removed' is the wordplay.
I cannot quite see how this works, but
'removed' could be 'out' (taken out) and 'out' is located in the answer.
The remaining letters 'hold' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
