Problems after man leads navy round very hot part of England (7,5)

Ross

I believe the answer is:

malvern hills

'part of england' is the definition.
(area of Herefordshire and Worcestershire)

'problems after man leads navy round very hot' is the wordplay.
I cannot really understand how this works, but
'problems' could be 'ills' (I've seen this in other clues) and 'ills' is found within the answer.
'man' could be 'vern' and 'vern' is found in the answer.
'hot' could be 'h' (abbreviation eg on taps) and 'h' is found in the answer.
The remaining letters 'mal' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).

(Another definition for malvern hills that I've seen is " A range of sources".)

I've seen this clue in The Independent.
