Provides, but only as arranged (4,2)
I believe the answer is:
lays on
'provides' is the definition.
(I've seen this before)
'only as arranged' is the wordplay.
'arranged' is an anagram indicator.
'only'+'as'='onlyas'
'onlyas' anagrammed gives 'LAYS ON'.
'but' acts as a link.
(Another definition for lays on that I've seen is " Provides".)
I've seen this clue in the Evening Standard.
