I know nothing about this answer so I cannot tell whether this works.

'put' indicates putting letters inside.
'the rack' becomes 'eout' (I can't justify this - if you can you should believe this answer much more).
'and' is a charade indicator (letters next to each other).
'extracted' becomes 'drew' (I've seen this in another clue).
'eout' after 'drew' is 'dreweout'.
'on' put within 'dreweout' is 'DREW ONE OUT'.
