'putting' becomes 'ring' (I am not sure about this - if you are sure you should believe this answer much more).
'up' is a reversal indicator (in down clue: letters go upwards).
'near' means one lot of letters go next to another.
'it' reversed gives 'ti'.
'ring' after 'ti' is 'TIRING'.
