'return' says the letters should be written in reverse.
'by' is a charade indicator (letters next to each other).
'electric' becomes 's' (I can't explain this - if you can you should give a lot more credence to this answer).
'transport' becomes 'tram' (method of transport).
's' put after 'tram' is 'trams'.
'trams' written backwards gives 'SMART'.
