Although both the answer and definition are plural nouns, I can't understand how they can define each other.

'out' is an anagram indicator (out can mean wrong or inaccurate).
'rain'+'cuts'='raincuts'
'raincuts' anagrammed gives 'CURTAINS'.

'the' acts as a link.
