Ross

I believe the answer is:

one-off

I'm a little stuck... Click here to teach me more about this clue!

'rare bird' is the definition.
(only happening once)

'stopping and starting tours round east' is the wordplay.
'stopping and starting' becomes 'on off'.
'tours' means one lot of letters goes inside another (to tour can mean to go around).
'round east' becomes 'e' (synonyms. I am not sure about the 'round' bit.).
'onoff' going around 'e' is 'ONE-OFF'.

Can you help me to learn more?

(Other definitions for one-off that I've seen before include "Not repeated - singular" , "Not repeated, being a single event or object" , "Unique person or occurrence" , "Made as single article, not repeated" , "Unique specimen" .)

I've seen this clue in The Guardian.
