I believe the answer is:

'turnings' is the definition.
(swerving is a kind of turning)
'rations passed over western' is the wordplay.
I cannot quite see how this works, but
'western' could be 'w' and 'w' is present in the answer.
The remaining letters 'servings' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
