I believe the answer is:

'receive' is the definition.
(I know that accept is a more specific form of the action receive)

'new cap etc' is the wordplay.
'new' indicates anagramming the letters.
'cap'+'etc'='capetc'
'capetc' with letters rearranged gives 'ACCEPT'.

(Other definitions for accept that I've seen before include "agree to buy" , "Bear" , "Receive something offered" , "Agree or be willing to take" , "Receive what's offered" .)
