Although both the answer and definition are past participle verbs, I can't see how one could define the other.
'sailor found outside is' is the wordplay.
'sailor' becomes 'os' (ordinary seaman).
'found' becomes 'traced' (I've seen this before).
'outside' means one lot of letters goes inside another (some letters go outside others).
'traced' going around 'is' is 'tracised'.
'os'+'tracised'='OSTRACISED'
