I believe the answer is:
icing
'top of the cake' is the definition.
'icing' can be an answer for 'top' (I have seen 'Top of cake ' mean 'icing' so perhaps 'top' could also mean 'icing'). I am not sure about the 'of the cake' bit.
I don't understand how the rest of the clue works.
Can you help me to learn more?
