(I know that sparkle is a more specific form of the action shine)
'jacuzzi and rework lustre on the rims' is the wordplay.
I cannot really understand how this works, but
'jacuzzi' could be 'spa' (I've seen this in another clue) and 'spa' is located in the answer.
This explanation may well be incorrect...
