I cannot quite see how this works, but
'more' could be 'm' and 'm' is present in the answer.
'with' could be 'w' (abbreviation) and 'w' is found in the answer.
'troops' could be 're' (Royal Engineers army regiment) and 're' is present in the leftover letters.
This may be the basis of the clue (or it may be nonsense).
