I'm a little stuck... Click here to teach me more about this clue!

'shower' is the definition.
The definition and answer can be both to do with ownership as well as being verbs in their base form.
Perhaps there's an association between them I don't understand?

'elected given keys to number ten' is the wordplay.
'elected' becomes 'in' (in government).
'given' is a charade indicator (letters next to each other).
'keys' becomes 'de' (I've seen this in other clues).
'to number ten' becomes 'x' (Roman numeral).
'in'+'de'+'x'='INDEX'

Can you help me to learn more?

(Other definitions for index that I've seen before include "Alphabetical guide" , "Look-up list in book" , "Catalogue" , "Table of book's contents" , "Type of glossary" .)

I've seen this clue in The Guardian.
