'us' becomes 'g' (I can't explain this - if you can you should give a lot more credence to this answer).
'soldier' becomes 'GI' (term for US soldier).
'in' is an insertion indicator.
'wet snow' becomes 'slush' (I've seen this in another clue).
'g'+'gi'='ggi'
'ggi' inserted inside 'slush' is 'SLUGGISH'.
