The answer and definition can be both acts as well as being singular nouns.
Perhaps there's a link between them I don't understand?

'let monarch out' is the wordplay.
I cannot quite see how this works, but
'monarch' could be 'r' (abbreviation for rex, king in Latin) and 'r' is found within the answer.
The remaining letters 'ba' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
