'small band' is the wordplay.
'small' becomes 'signet' (I can't explain this - if you can you should give a lot more credence to this answer).
'band' becomes 'ring' (a ring is a band of metal).
'signet'+'ring'='SIGNET-RING'

(Other definitions for signet ring that I've seen before include "it makes an impression" , "Item of jewellery, often engraved with an initial" , "that 9,16 [QUEENS MARKER] reportedly uses" , "Personal seal" , "band used to make impression" .)
