I believe the answer is:

'small cask' is the definition.
'breaker' can be an answer for 'cask' (thesaurus). I'm unsure of the 'small' bit.
'fresh water or sea water?' is the wordplay.
I cannot quite understand how this works, but
'water' could be 'ea' (I've seen this in other clues) and 'ea' is found within the answer.
This may be the basis of the clue (or it may be nonsense).
