Small change for policemen? (7)

Ross

I believe the answer is:

coppers

I'm a little stuck... Click here to teach me more about this clue!

'policemen?' is the definition.
(copper is a kind of policeman)

'small change' is the wordplay.
I cannot really understand how this works, but
'small' could be 's' (abbreviation - e.g. clothes size) and 's' is located in the answer.
The remaining letters 'copper' is a valid word which might be clued in a way I don't understand.
This may be the basis of clue (or it may be nonsense).

'for' acts as a link.

Can you help me to learn more?

(Other definitions for coppers that I've seen before include "Officers" , "Pence" , "hardly any 11 [LOLLY]" , "Old pennies and policemen" , "The boys in blue (slang)" .)
