I believe the answer is:

'at the city on the baltic' is the wordplay.
'at' says to put letters next to each other.
'the city' becomes 'riga' (Riga is an example).
'on the baltic' becomes 'au' (I can't explain this - if you can you should believe this answer much more).
'riga' after 'au' is 'AURIGA'.
'in cannes' acts as a link.
