Starts using bags, a couple wife cast out (5,2)
I believe the answer is:
takes to
'starts using' is the definition.
(to take to something is to start using it)
'bags a couple wife cast out' is the wordplay.
I cannot quite understand how this works, but
'bags' could be 'takes' (bag can mean to take or obtain) and 'takes' is located in the answer.
The remaining letters 'to' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
I've seen this clue in The Times.
