Both the answer and definition are adverbs. Perhaps they are linked in a way I don't understand?

'decided while one's flying to?' is the wordplay.
I cannot really see how this works, but
'flying' could be 'air' ('air' can be similar in meaning to 'flying') and 'air' is present in the answer.
'one' could be 'i' (Roman numeral) and 'i' is present in the answer.
This explanation may well be incorrect...
