I believe the answer is:

kick-start

I'm a little stuck... Click here to teach me more about this clue!

'dish to provide an impetus' is the definition.
I can't tell whether this defines the answer.

'stops consuming pastry' is the wordplay.
I cannot really understand how this works, but
'pastry' could be 'tart' (type of pastry) and 'tart' is present in the answer.
The remaining letters 'kicks' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for kick-start that I've seen before include "Stimulate" , "Activate (business or motorbike!)" , "How to get a motorcycle going" , "Provide an initial impetus" , "Get something going" .)

I've seen this clue in The Telegraph.
