Although both the answer and definition are verbs in their base form, I cannot understand how one could define the other.

'supplier of pork and game' is the wordplay.
'supplier of pork' becomes 'hog' (I can't justify this - if you can you should give a lot more credence to this answer).
'and' means one lot of letters go next to another.
'game' becomes 'tie' (I've seen this before).
'hog'+'tie'='HOGTIE'
