Maybe they are linked in a way I don't understand?

'fish behind on the rocks' is the wordplay.
'fish behind' becomes 'skate' (I've seen this before. I am not sure about the 'behind' bit.**).
'on' says to put letters next to each other.
'the rocks' becomes 'ice' (I've seen this before).
'skate' after 'ice' is 'ICE-SKATE'.
