'men' is the definition.
The definition and answer can be both animals as well as being plural nouns.
Maybe there's an association between them I don't understand?

'the big man in the sky is sent up by small' is the wordplay.
I cannot quite see how this works, but
'small' could be 's' (abbreviation - e.g. clothes size) and 's' is located in the answer.
The remaining letters 'dog' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).
