'weaker' is the definition.
(I've seen this before)

'the complaint raised left with hesitation' is the wordplay.
'the complaint' becomes 'beef' (beef can mean a complaint or objection).
'raised' says the letters should be written in reverse (going up in a down clue).
'left with' becomes 'l' (common abbreviation. I am not sure about the 'with' bit.).
'hesitation' becomes 'er' (sound made while hesitating - um, er).
'beef' reversed gives 'feeb'.
'feeb'+'l'+'er'='FEEBLER'
