I believe the answer is:
he-man
'tough guy' is the definition.
(I've seen this before)
'of the many' is the wordplay.
'of' says the answer is hidden in the clue.
'HE-MAN' can be found hidden inside 'the many'.
'but only one' acts as a link.
This may not be right. Some or all of it may be part of another bit of the clue.
