itching

I'm a little stuck... Click here to teach me more about this clue!

'dying' is the definition.
The answer and definition can be both to do with perception as well as being present participle verbs.
Perhaps they are linked in a way I don't understand?

'trading apart from devon area' is the wordplay.
I cannot quite see how this works, but
'from' could be 'in' (I've seen this in other clues) and 'in' is found within the answer.
This may be the basis of clue (or it may be nonsense).

'is' is the link.

Can you help me to learn more?

(Other definitions for itching that I've seen before include "Consumed with curiosity" , "causing pain" , "irritating" , "Having teasing desire" , "Having an unpleasant skin sensation" .)

I've seen this clue in The Telegraph.
