I cannot quite see how this works, but
'trouble' could be 'ado' (both can mean bother or commotion) and 'ado' is present in the answer.
'to' is found in the answer.
'navy' could be 'rn' (abbreviation for Royal Navy) and 'rn' is found in the answer.
This accounts for all the letters.
