Although both the answer and definition are singular nouns, I cannot see how they can define each other.

'too much time' is the wordplay.
'too much' becomes 'over' (over can mean to too great an extent).
'time' becomes 'run' (I am not sure about this - if you are sure you should believe this answer much more).
'over'+'run'='OVERRUN'
