I believe the answer is:

one-star

(as in a one-star hotel)

'home situated in row' is the wordplay.
'home' becomes 'nest' (I've seen this before).
'situated in' is an insertion indicator.
'row' becomes 'oar' (oar can mean to row with oars).
'nest' put within 'oar' is 'ONE-STAR'.
