'dogs perhaps in retirement' is the wordplay.
'dogs perhaps' becomes 'pets' (dogs are often kept as pets).
'in retirement' says the letters should be written in reverse (retire can mean to go back or backwards).
'pets' reversed gives 'STEP'.
