When could it be this uncouth? (5-4)

Ross

I believe the answer is:

rough-hewn

I'm a little stuck... Click here to teach me more about this clue!

'this uncouth?' is the definition.

'when could it' is the wordplay.
I cannot really see how this works, but
an anagram of 'when' is 'hewn' which is present in the answer.
The remaining letters 'rough' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).

'be' acts as a link.

Can you help me to learn more?

(Another definition for rough-hewn that I've seen is " Crudely shaped".)

I've seen this clue in The Independent.
