(I know that minaret is a type of tower)

'with' says to put letters next to each other.
'a lot of money' becomes 'mina' (I can't justify this - if you can you should give a lot more credence to this answer).
'are entering' becomes 're' (I've seen this in other clues).
'the' becomes 't' (the is pronounced as a 't' sound in some dialects).
'mina'+'re' is 'minare'.
'minare'+'t'='MINARET'
