Won't livestock be sold by it? (4,6)

Ross

I believe the answer is:

dead weight

I'm a little stuck... Click here to teach me more about this clue!

'won't livestock' is the definition.
I can't judge whether this defines the answer.

'be sold by it?' is the wordplay.
I cannot quite understand how this works, but
'be' could be 'weigh' (weighing is a kind of being) and 'weigh' is found in the answer.
'it?' could be 't' (abbreviation. e.g. in 'tis) and 't' is present in the answer.
The remaining letters 'dead' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for dead weight that I've seen before include "An encumbrance" , "Ship's heaviest load" , "burden" , "Total load on ship" , "Total cargo a ship can carry" .)

I've seen this clue in The Globe and Mail.
