'with' is a charade indicator (letters next to each other).
'new' becomes 'n' (common abbreviation eg NT for New Testament).
'bag' becomes 'net' (I've seen this in other clues).
'up' in reverse letter order is 'pu'.
'pu'+'n'+'net'='PUNNET'

(Other definitions for punnet that I've seen before include "Source of fruit" , "Little box (of strawberries?)" , "Fruit 18 Down" , "Small light basket for fruit" , "Strawberry etc. container" .)
